Active shooter emergencies are unpredictable and evolve quickly. Because these situations often end within 10-15 minutes, individuals must be prepared to react quickly—both mentally and physically.

BE PREPARED
Be aware of your environment and possible dangers.
Have an escape plan in mind. Always take note of the two nearest exits in any facility you visit.
Conduct employee training or a tabletop exercise for your department.
Do not hesitate to call OUHSC Campus Police at 271-4911 if you observe any suspicious activity.
If confronted with a situation, there are three actions you can take: RUN, HIDE OR FIGHT.
RUN
Do not delay in acting if you believe you are hearing gunshots.
DO NOT pull the fire alarm.
If there is an escape path, attempt to evacuate—even if others do not agree.
Leave belongings behind and leave doors open.
Help others escape if possible.
Prevent others from entering the area.
When running:
Do not attempt to move wounded people.
Keep your hands visible.
Follow the instructions of any police officers.
Do not assume someone else has called 911. Call 911 when you have safely evacuated.
IF CALLING 911 FROM A CELL PHONE, TELL DISPATCHERS YOU ARE ON THE OKLAHOMA HEALTH CENTER CAMPUS AND GIVE EXACT LOCATION.
When possible, provide the following information to law enforcement officers and/or 911 operators:
Location of the active shooter
Number of shooters, if more than one
Physical description of the shooter(s)
Number and type of weapons held by the shooter(s)
Number of potential victims at the location
If you cannot speak, leave the line open and allow the dispatcher to listen
HIDE
When an evacuation is not possible, act quickly, quietly and calmly.
Lock and/or barricade the door(s). Cover windows if possible.
Silence your cell phone/pager.
Turn out the lights.
Hide behind large, heavy objects.
Remain calm and quiet. Do not unlock the door to see what is happening.
FIGHT
As a last resort and only when your life is in immediate danger, attempt to disrupt and/or incapacitate the shooter by:
Acting as aggressively as possible.
Throwing items and using improvised weapons.
Yelling.
Working together to incapacitate the shooter.
WHEN LAW ENFORCEMENT ARRIVES
Officers will proceed directly to the area in which the last shots were heard.
The first officers to arrive at the scene will not stop to help injured persons because their first priority is to eliminate the threat. They will need to secure the scene first.
When there is an emergency, such as an active shooter situation, it is important to remember that arriving officers may be coming from many different duty assignments and will likely be in various types of uniforms—even street clothes. Do not be surprised by the variations in appearance.
After reaching a safe location or assembly point, all persons involved in the situation likely will be held in that area by law enforcement until the situation is under control and all witnesses have been identified/questioned.
No one should leave the safe location or assembly point until law enforcement authorities indicate it is safe and their questioning has been completed.
REACTING TO LAW ENFORCEMENT
Remain calm.
Put down any items in your hands.
Raise hands and spread your fingers.
Avoid quick movements, pointing, screaming or yelling.
Proceed in the direction from which officers are entering and/or follow their directions.

Do not let anyone into a locked room/building.
Do not block a person’s access to an exit.
If OUHSC Campus Police are contacted, provide a description of the person and suspicious behavior.
POTENTIAL WORKPLACE VIOLENCE/PERSONS IN MENTAL CRISIS
Immediately notify a supervisor.
Supervisor will assess whether there is an emergency or not.
If the situation is emergent, the supervisor will report to OUHSC Campus Police.
PERSONS TRAPPED IN AN ELEVATOR
Tell passengers to stay calm and that you will get help.
If you are trapped, push the call button/alarm button to get help on the way.
Call 1CALL Facility Services at 405-271-CALL(2255) and let them know the location and cab number of the elevator that is stopped. Cab numbers are posted in the cab and on the outside frame of all elevators in Trust buildings.
FLOODING
Secure vital equipment, records and hazardous material. Shut off non-essential electrical equipment.
Immediately move to higher ground or stay on high ground.
Evacuate if directed.
Call 1CALL Facility Services 405-271-CALL(2255) to notify facility services and for assistance with flood clean up.
GAS LEAKS, FUMES, VAPORS
Clear the area immediately if a natural gas leak is suspected.
Contact OUHSC Campus Police and/or 1CALL Facility Services. DO NOT PULL FIRE ALARMS.
Do not touch light switches or electrical equipment.
Provide the location of the odor to the dispatcher.
Do not reenter the building until authorized to do so by emergency personnel.
HAZARDOUS MATERIALS
If the incident is indoors, close all doors in order to isolate the area (as long as it is safe to do so).
Be prepared to provide information about the hazardous material such as name, quantity, time, and location of the incident, injuries, and if a fire/explosion is involved.
If personnel are contaminated, remove contaminated clothing, and obtain water to flush skin and eyes for at least 15 minutes in a contained area. Obtain medical attention for the victim. Follow the instructions provided by emergency responders. Evacuate, if necessary.
THE CAMPUS WATCH PROGRAM AND OTHER USEFUL PHONE NUMBERS
For your personal safety, be aware of your surroundings at all times. If you are working late and do not want to walk to your car alone or in the dark, call OUHSC Campus Police

Any unusual noise or noises that cannot be explained such as screams, breaking glass, pounding or possible gunfire

Someone running from a vehicle, building, or area while carrying property
Someone looking into building windows or windows of parked vehicles
A vehicle driving slowly or aimlessly on a street or in a parking lot
Door-to-door solicitors without permits or licenses
Someone loitering around buildings, hallways or other campus areas with no clear purpose
Any form of vandalism such as spray painting a sign or building, graffiti, removing signs or benches, or pulling up plants or destroying shrubbery
Any emergency such as an accident, fire, or critically ill or injured person should be reported to Oklahoma City Police by calling 911

Any utility failure
Flooding, water leaks, sewage leaks
Strange or foul odors
Elevators that are not working properly
Overgrown shrubs, tall weeds, or trees that could potentially harbor a criminal

PHONED BOMB THREAT
DO NOT USE CELL PHONES OR RADIOS. Radio and cell signals have the potential to detonate a bomb.
Remain calm and do not hang up. Listen carefully. Be polite and show interest.
If possible, signal other staff members to listen and notify the OUHSC Campus Police at 271-4911 IMMEDIATELY from a landline.
If the phone has a display, copy the numbers or letters on the display screen.
Keep the caller talking as long as possible.
Write down the exact wording of the threat. Use the Bomb Threat Checklist to gather as much information as possible.
Even after the caller hangs up, do not hang up the handset.
Fill out the checklist immediately to review with OUHSC Campus Police (from a different landline or directly with responders).
VERBAL THREAT
If the perpetrator is threatening, then leaves—note which direction they went and notify OUHSC Campus Police immediately.
Write down the threat exactly as it was communicated.
Note the description of the person making the threat:
Name (if known)
Race
Gender
Hair and eye color
Type/color of clothing
Body size (height/weight)
Voice (loud/deep/accent)
Distinguishing features (such as glasses, beard, scars)
WRITTEN THREAT
Handle the threatening note as little as possible and call OUHSC Campus Police immediately at 271-4911.
If a bomb threat is received by email, contact OUHSC Campus Police. DO NOT close or delete the message. Print, photograph or copy the message, subject line, date and time.
SUSPICIOUS PACKAGES
If you notice or receive a suspicious package, call OUHSC Campus Police immediately at 271-4911.
DO NOT use cell phones or radios.
DO NOT turn any equipment on or off.
DO NOT touch, open or move a suspicious or threatening letter or package.
Keep people away from the area, if possible.
Wash your hands with soap and water as soon as possible.
OUHSC Campus Police and facility decision-makers will assess the situation and determine the best course of action.
If an evacuation is needed, OUHSC Campus Police will announce specific instructions over the public address system.
Quickly secure sensitive, personal and confidential information.
It is not necessary to take extra time to close and lock doors. Doors that can be left open will make searching easier.
Take personal belongings (badge, ID, purse, keys, wallet, etc.)
Pay attention to your surroundings and note any unusual packages or items as you leave. Immediately report those items to emergency responders or OUHSC Campus Police.
Evacuate the building to at least 300 feet.
Departments should account for their personnel to ensure that everyone has evacuated.
DO NOT re-enter the building until authorized to do so by emergency responders.

FIRE EMERGENCY
If the alarm sounds, 1CALL Facility Services will investigate the cause. Until the cause is determined,treat all unannounced fire alarms as actual events. The responding fire officials have the primary responsibility of managing the fire emergency. The incident commanders will control and make decisions at the scene, including when to turn control back to the campus.
ADVANCE PLANNING
Fire alarm drills and system tests are announced in advance by email and by the fire speaker system.
Never prop stairwell doors open.
Know locations of exits, evacuation assembly point, fire pulls, and fire extinguishers (evacuation map with exit locations available for each facility).
If departments would like fire extinguisher training or assistance identifying exits, call the 1CALL Facility Services Compliance Coordinator at 271-2255.
FIRE OUTSIDE
If you discover a fire outside of a building, call 911 immediately. DO NOT activate the building fire alarm system.
FIRE INSIDE—TAKE IMMEDIATE ACTION FOR FIRE OR VISIBLE SMOKE
Do not attempt to fight a fire unless you are trained.
DO NOT HESITATE TO ACT.
Quickly secure all sensitive documents.
PULL THE FIRE ALARM. These are located near stairwells and exits. The alarm will sound on all floors.
Call Oklahoma City Police at 911 if you are a fire witness or if you believe that someone is trapped inside. Give your exact location on the Oklahoma Health Center campus.
Take personal belongings. DO NOT return to your office for personal belongings.
Close doors as you exit but DO NOT LOCK THEM. Closed doors help limit the spread of the fire and smoke damage.
Notify occupants as you leave and help those needing assistance, if possible.
Evacuate the building using the nearest exit route or designated escape route.
USE STAIRS ONLY. Do not use the elevators.
Assemble at your departmental designated area to check-in. Maps for approved evacuation points available for each facility.
Be aware of emergency vehicles and keep roads/sidewalks clear.
Do not re-enter the building until authorized to do so by emergency personnel.
TRAPPED INSIDE
If you are trapped in a room or otherwise unable to leave:
If possible, wet a cloth and place material around/under the door to prevent smoke from entering. Close as many doors as possible between you and the fire.
Be prepared to signal someone outside but do not break glass until absolutely necessary.
If you are in an area that might be in fire:
Before opening doors, feel the door/doorknob with the back of your hand. If it feels hot, do not open it—there might be a fire of the other side of the door.
If the door is not hot, open it slowly—bracing the door with your hip and foot. Place your hand across the opening to determine the air temperature. If the air is hot or there is real pressure on the door, close the door as it is too late to evacuate that direction.

SEVERE WEATHER PREPAREDNESS
Use only battery-operated powered lighting—never candles or open flames.
Avoid electrical equipment and corded phones. Cordless phones, cell phones or other wireless handheld devices are safe to use.
Stay away from windows.
Prearrange for assistance for those individuals who might need help. For example, consider storing a few chairs in the designated shelter in place locations for employees that may need to sit down during an extended evacuation.
DEFINITIONS
A TORNADO WATCH is an alert issued by the National Weather Service when weather conditions are favorable for the development of severe storms that are capable of producing tornados, large hail and/or damaging winds.
A TORNADO WARNING is an alert issued by the National Weather Service to warn that a severe thunderstorm with tornadoes may be imminent.
A TORNADO EMERGENCY is a warning used infrequently by the National Weather Service but is of great importance to understand. A Tornado Emergency is an enhanced warning used during significant tornado occurrences in highly populated areas. A Tornado Emergency means that significant, widespread damage and a high likelihood of numerous fatalities is expected with a large, strong to violent tornado.
TORNADO/WEATHER EVENT ON CAMPUS
Outdoor warning sirens are meant to warn people who are outside to seek shelter immediately. They are not designed or placed to be heard inside buildings.
Oklahoma City activates their outdoor warning sirens in grids—only in the areas that are under a tornado warning. If you hear a siren in Oklahoma City, it means that YOUR location is under a tornado warning. Seek shelter immediately then obtain more information.
GETTING INFORMATION
1CALL Facility Services will make every effort to activate the CODE BLACK/tornado warning announcement during normal daytime working hours. Have at least three additional ways to get severe weather information, such as OUHSC Campus Police text alerts, a programmable weather radio, local television/radio stations, or a favorite telephone weather APP.
For nights and weekends, seek severe weather information from alternative sources.
TAKE ACTION
Move away from the windows. Take personal belongings with you and close doors as you exit. Do not lock doors.
Notify occupants as you leave and help those needing assistance, if possible.
USE STAIRS ONLY. Do not use elevators.
Proceed to the area refuge designated for your facility using the nearest exit route or designated escape route. Maps are available for each facility.
Sit down and protect your head by putting it as close to your lap as possible or by kneeling and covering your head.
While sheltering, listen for updates using phone apps, email notifications or other reliable weather resources. Monitor the weather until it passes.
Please note: an “ALL CLEAR” message may not always be sent.
Make sure it is safe to travel if you are leaving while a tornado watch is in effect.
